About Mercy Corps
Mercy Corps is a leading global organization powered by the belief that a better world is possible. In disaster, in hardship, in more than 40 countries around the world, we partner to put bold solutions into action — helping people triumph over adversity and build stronger communities from within. Now, and for the future.
The Program Summary
Mercy Corps’ Sudan crisis response seeks to meet the humanitarian needs of vulnerable Sudanese and other conflict-affected people across the country. Mercy Corps Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the MC Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so. Assistance is delivered with a focus on needs, in partnership with local actors and civil society.
Collective Sudan (CS) (formerly the Cash Consortium of Sudan-CCS) is an innovative nexus partnership platform formed in August 2023, bringing together 19 organizations committed to delivering more effective assistance through a harmonized cash-plus approach. Building on its initial operational experience, Collective Sudan has evolved into a more established platform, strengthening its systems, partnerships, and collective approach to delivery. Guided by global best practice and evidence-based design, Collective Sudan works across Sudan – including hard-to-reach areas – to provide inclusive, scalable, and integrated interventions that meet urgent needs while supporting foundations for recovery and resilience. By leveraging cash and markets to address multi-sectoral basic needs, Collective Sudan strengthens civil society and promotes economic stability while catalysing more coordinated, efficient and impactful humanitarian action and recovery.
Cash and Voucher Assistance (CVA) is a proven, transformative approach in humanitarian and resilience building interventions, and a cornerstone of the humanitarian reset agenda. By positioning cash as the default modality, Collective Sudan enables choice and dignity aligned with accountability and people-centred design, while reducing harmful coping strategies and supporting local markets. CVA is faster, more cost-efficient than in-kind aid, and strongly preferred by communities. Through CVA and complementary interventions, Collective Sudan addresses complex, multi-sectoral needs, supports localization, and promotes economic recovery.
At the time of writing, Collective Sudan includes (full and associate members alphabetically): Acted, ADD, AMVO, AORD, ASSIST, CAFA, CARE, Concern Worldwide, CORE, GOAL, HOPE, IMPACT Initiatives, IRC, Mercy Corps (Lead), NIDAA, NRC, PORD, SORR, & SUDO.
The core pillars of the CCS response include: 1) basic needs through cash assistance both at the community level through Group Cash Transfers (GCTs) delivered to Community-Based Organizations (CBOs), as well as at the household-level through Multi-Purpose Cash Assistance (MPCA); 2) strengthening market systems to ensure resilience of key market actors and supply chains as well as strengthening the availability and affordability of key commodities; 3) strengthening capacity of local partner organizations with an emphasis on accompaniment and mentorship; and 4) generation of learning and evidence to inform broader response efforts.
